How do I register a boat trailer in Massachusetts?

I've bought a used boat and trailer in Massachusetts, and the seller gave me a bill of sale but no trailer title. What paperwork do I need, and does the 3,000 lb limit mean the empty trailer or its loaded weight?

Boat type: trailerable sailing yacht / motorboat. Topics: Trailer registration, Boat ownership, Towing.

Answer

Register your boat trailer with the Massachusetts Registry of Motor Vehicles (RMV), using proof of ownership, an insurance-stamped Registration and Title Application and payment for fees and any tax due. Trailers with a gross vehicle weight rating (GVWR) of 3,000 lb or less are exempt from titling, but still need their own registration and number plate for public-road use.

Check identity and weight

Find the manufacturer's identification plate, usually on the drawbar or front chassis rail, and compare its vehicle identification number (VIN) with the seller's documents. Photograph the plate before cleaning or painting anything. Mismatched numbers or missing ownership records can stop the application.

GVWR means the maximum permitted weight of the trailer and its load together. It differs from empty trailer weight and carrying capacity. A trailer weighing 700 lb empty with a 2,800 lb carrying capacity has a 3,500 lb GVWR, putting it above the title exemption.

The RMV's title guidance exempts trailers rated at 3,000 lb or less, including exactly 3,000 lb. Do not substitute the boat's advertised dry weight or choose a lower registration weight to avoid a title. See the RMV title rules.

Gather the ownership paperwork

The documents depend on whether the trailer is new, previously titled or exempt from titling:

  • New trailer: obtain the dealer's invoice and manufacturer's certificate of origin, with the purchaser and trailer details completed correctly.
  • Used trailer requiring a title: obtain the original title properly assigned to you, plus the bill of sale and any necessary lien release.
  • Used, title-exempt trailer: obtain the previous registration and a signed bill of sale identifying the trailer, seller, buyer, purchase date and price.

When buying a boat and trailer together, have the paperwork identify each separately, with genuine individual sale prices. The boat's registration does not establish ownership of its trailer. Massachusetts handles boat registration separately from RMV trailer registration.

If the seller has lost required paperwork, have them obtain replacements before completing the purchase. For a homemade trailer, a missing VIN or an out-of-state trailer with unusual documents, ask the RMV which ownership evidence and identification procedure applies before booking your visit. A handwritten bill of sale alone may leave an incomplete ownership chain.
